The Cleveland Empowerment Zone has grant and loan funds to help businesses expand or relocate with the Empowerment Zone. The funds also help businesses with property acquisition and renovations, working capital, and acquisition of equipment. The following are a list of all Empowerment Zone loan packages:
The Empowerment Zone Business Opportunity Loan (EZ BOP I)
The EZ BOP I loan provides 6% low interest loans and grants to existing small businesses for interior and exterior renovations.

The Empowerment Zone Business Opportunity Loan (EZ BOP II)
The EZ BOP II provides a 4% low interest loan to existing small businesses to assist with signage, repairs, computer software purchases, professional services and other needs.

HUD 108 Machinery & Equipment Loan
The HUD 108 Machinery & Equipment Loan is designed to help existing businesses finance new machinery and equipment purchases.

HUD 108 Real Estate Loan
This below market rate loan is designed to assist with all development needs including acquisition, expansion, new construction, soft costs, and other needs.
